Deadline for the submission is {\bf December 1, 1995}. \end{abstract} \section{Introduction} To ensure rapid publication at low costs we plan to publish the proceedings of the conference as a special {\bf MPE - Report} which will then be freely distributed to all participants of the meeting. We plan to have this report ready $~ \la ~ $ 6 months after the conference. For a homogeneous 'impression' of the papers we supply a Latex - macro which is adopted from the A\&A Latex style macro. Therefore most of the general commands and rules can be carried over directly from the A\&A style. For your convenience we give in this example most of the relevant commands you might need like: \begin{itemize} \item inclusion of figures \item inclusion of one-column tables \item inclusion of wider tables \end{itemize} In Fig. 1 we demonstrate the 'typical' inclusion of a postscript file. The "picplace" - command has to be removed and replaced by the "psfig" declarations.
